In the Spring and Autumn and the Warring State Period (770BC-221BC), this area firstly belonged to Wu (a small kingdom in ancient China) and then to Yue and finally to Chu. Until 223BC, these areas were only the geographical attribution, but not the substantial administration. In 221BC, Qinshihuang carried out the system of prefecture and counties with these areas belonging to Kuaiji Prefecture. In 210BC, in order to strengthen the control towards the southeast area, he moved the people in Yue original to the upstream of Xin’an River, setting the Yi and She Counties included into Zhangjun Prefecture. It was the earliest administrative division in Huangshan area.

In the early period of Western Han Dynasty (202BC-8), Yi and She counties finally belonged to Dantang Prefecture. In 19 BC, Yi County was changed into Guangde Kingdom, but in 18BC, Yi County was recovered. In the end of Eastern Han, three countries Wu, Shu and Wei were against to each other. She and Yi Counties were the territory of Wu. In 208, the king of Wu Sunquan set up prefectures, which was the beginning of administrative setting and became the independent administrative regionalization relatively. In 562, Xinan Prefecture included 6 counties such as She, Yi, Haining, Shixin, Suian, and Shouchang.

In 621, Xinan Prefecture was named into Shezhou. In 1121, Shezhou was changed into Huizhou. In 1277, Huizhou was changed into Huizhou Road. In 1357, Zhu Yuanzhang (the first emperor of Ming Dynasty) conquered Huizhou and named into Xinan Fu. In 1667, Emperor Kangxi approved to build Anhui Province.
